British Standards for Rubber Flooring

The following British Standards (BS) and harmonised European Norms (EN) apply directly to rubber flooring installations in the UK. These remain in force post-Brexit under the retained UK legislation framework.

HSE Regulations & Workplace Requirements

The Health and Safety Executive (HSE) enforces several pieces of legislation that directly impact flooring choices in UK workplaces.

Workplace (Health, Safety and Welfare) Regulations 1992 — Regulation 12

The core workplace flooring regulation. Floors must be suitable for their purpose, free from holes/slopes/slippery surfaces, and have effective drainage where wet processes occur.

Building Regulations (England & Wales)

The Building Regulations 2010 (as amended) set minimum standards for flooring. Key approved documents:

  • Approved Document B (Fire Safety): Escape routes require minimum Class Cfl-s1 under EN 13501-1

Schools & Education Settings

Schools must comply with Building Bulletin 103 (BB103) for acoustics and Approved Document M for accessibility:

  • Corridors/classrooms: PTV ≥36 dry; wet-splash areas PTV ≥36 wet
  • Outdoor play areas: BS EN 1177 required where fall height exceeds 600mm
  • Sports halls: EN 14904 for multi-sport use
  • Changing rooms: Minimum R10 wet; coved skirting recommended

NHS Health Technical Memoranda and Health Building Notes provide guidance:

  • HTM 08-03: Flooring — designates areas and specifies appropriate floor types
  • HBN 00-09: Infection control — rubber with smooth non-porous surface and integral coving preferred in clinical areas
  • CQC requirement: PTV ≥36 wet throughout all care settings

Food Industry & Commercial Kitchen Standards

Under Regulation (EC) 852/2004 (retained in UK law), food business flooring must be impervious, non-absorbent, washable, non-toxic, and easy to clean. Recommended: food-safe EPDM or nitrile rubber, minimum R12 oil-wet slip rating, seamless installation.

  • British Horse Society (BHS): Minimum 17mm rubber for loose boxes; 23mm for high-traffic areas
  • RSPCA Equine Accommodation Guidelines: Non-slip, easily cleaned, cushioned flooring required
  • DEFRA Code of Practice for the Welfare of Horses: Flooring must not cause injury or excessive wear to hooves
