British Standards for Rubber Flooring
The following British Standards (BS) and harmonised European Norms (EN) apply directly to rubber flooring installations in the UK. These remain in force post-Brexit under the retained UK legislation framework.
| Standard | Title | Applies To | Key Requirement |
|---|---|---|---|
| BS EN 14041:2004+A1:2013 | Resilient, textile and laminate floor coverings — Essential characteristics | All commercial flooring | Slip resistance, reaction to fire, electrical properties, pentachlorophenol content |
| BS EN 13893:2002 | Resilient and textile floor coverings — Dynamic coefficient of friction | Wet/dry slip testing | Minimum CoF 0.3 residential; 0.4 commercial |
| BS 8204-1:2003 | Screeds, bases and in-situ floorings — Concrete bases | Subfloor preparation | Minimum surface regularity SR3 for bonded rubber |
| BS EN 1177:2018 | Impact attenuating playground surfacing | Children's play areas | Maximum critical fall height; minimum HIC values |
| BS EN 61111:2009 | Electrical insulating matting | Electrical safety matting | 6 voltage classes from 5kV to 36kV |
| BS EN 13501-1:2018 | Fire classification of construction products | All indoor flooring | Classification Efl minimum; Cfl-s1 for escape routes |
| BS 7976-2:2002 | Pendulum test — Slip resistance determination | Slip resistance testing | PTV ≥36 Low Risk; PTV 25–35 Moderate; PTV ≤24 High Risk |
HSE Regulations & Workplace Requirements
The Health and Safety Executive (HSE) enforces several pieces of legislation that directly impact flooring choices in UK workplaces.
Workplace (Health, Safety and Welfare) Regulations 1992 — Regulation 12
The core workplace flooring regulation. Floors must be suitable for their purpose, free from holes/slopes/slippery surfaces, and have effective drainage where wet processes occur.
| HSE Document | Topic | Relevant Section |
|---|---|---|
| HSG155 | Slips and trips: food processing industry | Section 3: Flooring selection |
| HSG136 | Workplace transport safety | Chapter 4: Traffic routes |
| INDG225 | Watch your step — preventing slips at work | Full document |
| HSG103 | Safe handling of combustible dusts | Antistatic flooring requirements |
Building Regulations (England & Wales)
The Building Regulations 2010 (as amended) set minimum standards for flooring. Key approved documents:
- Approved Document B (Fire Safety): Escape routes require minimum Class Cfl-s1 under EN 13501-1
- Approved Document M (Access): Entrance areas PTV ≥36 wet; ramps minimum R11 DIN 51130
- Approved Document E (Sound): Rubber flooring contributes to impact sound insulation. Min 45dB L'nT,w dwellings; 62dB L'nT,w schools
Sports & Leisure Flooring Standards
| Standard | Application | Key Requirement |
|---|---|---|
| BS 7044 | Artificial sports surfaces | Multi-part: design, testing, maintenance |
Weight Room Recommendation (Sport England/CIMSPA): Min 6mm free weights; 8mm cardio equipment; 15mm+ Olympic lifting platforms.
Schools & Education Settings
Schools must comply with Building Bulletin 103 (BB103) for acoustics and Approved Document M for accessibility:
- Corridors/classrooms: PTV ≥36 dry; wet-splash areas PTV ≥36 wet
- Outdoor play areas: BS EN 1177 required where fall height exceeds 600mm
- Sports halls: EN 14904 for multi-sport use
- Changing rooms: Minimum R10 wet; coved skirting recommended
- Kitchen/dining: Minimum R11 oil-wet; food-safe rubber compounds only
Healthcare & Care Home Requirements
NHS Health Technical Memoranda and Health Building Notes provide guidance:
- HTM 08-03: Flooring — designates areas and specifies appropriate floor types
- HBN 00-09: Infection control — rubber with smooth non-porous surface and integral coving preferred in clinical areas
- CQC requirement: PTV ≥36 wet throughout all care settings
Food Industry & Commercial Kitchen Standards
Under Regulation (EC) 852/2004 (retained in UK law), food business flooring must be impervious, non-absorbent, washable, non-toxic, and easy to clean. Recommended: food-safe EPDM or nitrile rubber, minimum R12 oil-wet slip rating, seamless installation.
See our full Commercial Kitchen Flooring Guide.
Equestrian & Agricultural Flooring
- British Horse Society (BHS): Minimum 17mm rubber for loose boxes; 23mm for high-traffic areas
- RSPCA Equine Accommodation Guidelines: Non-slip, easily cleaned, cushioned flooring required
- DEFRA Code of Practice for the Welfare of Horses: Flooring must not cause injury or excessive wear to hooves
- Agricultural UV resistance: UV-stabilised EPDM recommended; temperature range −30°C to +70°C
See our Equestrian Rubber Flooring Guide for full specification help.
Fire Safety Standards Summary
| Classification | Description | Typical Application |
|---|---|---|
| Bfl-s1 | Very limited combustibility, no smoke | Hospitals, escape routes in high-rise |
| Cfl-s1 | Limited combustibility, limited smoke | Schools, offices, retail escape routes |
| Dfl-s1 | Medium combustibility, limited smoke | General commercial, warehouses |
| Efl | Minimum classification | Low-risk single-occupancy warehouses |
Most quality commercial rubber flooring achieves Cfl-s1. Always request EN 13501-1 test certificates from your supplier. Rubberco provides full fire rating documentation with every commercial order.
Environmental & Sustainability Standards
- BREEAM: Credits under Hea 02 (low-VOC) and Mat 05 (recycled content) for qualifying rubber flooring
- LEED v4: MRc4 Recycled Content credit — minimum 20% post-consumer recycled content
- ISO 14001: Environmental management certification held by Rubberco's suppliers
- UK REACH Regulations: Chemical compliance for rubber compounds sold in the UK post-Brexit
- Cradle to Cradle (C2C): Select premium rubber products carry end-of-life recyclability certification
